The main roads are paved; in summer any car works. A 4x4 SUV is much safer in winter and on steep side roads.
No. The rental terms forbid driving on unpaved roads not meant for regular vehicles, so Tusheti and similar tracks are not allowed.
From November to April the Gudauri–Kazbegi road can close in heavy snow. Check the road status before you go.
